The Maritime Service Compliance System (MSCS) assists Midshipmen and Cadets in the U.S. Merchant Marine Academy and State Maritime Academies Graduates in the Student Incentive Payment program complete the required compliance reports online on an annual basis for the period of their service obligation after graduation. More Failure to report annually is a breach of the service obligation and OPNAVINST 1534.1, and may result in disciplinary action to include active duty in the military or reimbursement of tuition.
