Florence Baingana qualified as a medical doctor in 1983 and
as a psychiatrist in 1990 from Makerere University Medical School in
Uganda. She worked at Butabika National
Referral Psychiatric Hospital then at the Department of Psychiatry of Makerere
University Medical School before joining the Ministry of Health in 1996. Dr Baingana’s role at the Ministry of Health
was to establish the Mental Health Division.
By the time she left the position in March 2000, standards and
guidelines for the management of common mental health problems had been
developed, mental health had been recognised as one of the components of the
Essential Health Package of Uganda, the Mental Health Act (1958) had been
reviewed and mental health had been integrated into the Health Services Bill
(1999).
