Scott Burris is a professor at the Beasley School of Law
of Temple University, and Associate Director of the Center for Law and the
Public’s Health at the Johns Hopkins School of Hygiene and Public Health. His
research focuses on how law influences public health and health behavior.
His publications include The Law and the Public’s
Health: A Study of Infectious Disease Law in the United States, 99 Columbia L.
Rev. 59 (1999), Studying the Legal Management of HIV-Related Stigma, 42 Am.
Behavioral Scientist 1229 (1999), Law and the Social Risk of Health Care:
Lessons from HIV Testing, 61 Albany L. Rev. 831 (1998) and Reducing Sexual
Transmission of HIV from Those Who Know They Are Infected: The Need for
Personal and Collective Responsibility, 13 AIDS 297 (1999). His work has been supported by major health
organizations, including the Robert Wood Johnson Foundation and the Centers for
Disease Control and Prevention. He has
served as a consultant on public health law with organizations ranging from the
United Nations Development Programme and the American Psychological Association
to the Institute of Medicine and the producers of the Oscar-winning film
“Philadelphia.” As an attorney and Board member of the American Civil Liberties
Union of Pennsylvania, he has represented people with HIV facing discrimination
from employers, service providers and the government.
