Technical Assistance and Capacity Development Demonstration Program for HIV/AIDS-Related Services in Minority Communities

The Technical Assistance and Capacity Development Demonstration Grant Program for HIV/AIDS-Related Services in Minority Communities is administered by the Office of Minority Health (OMH) of the U.S. Department of Health and Human Services (HHS). The OMH was created in December 1985 with a mission to improve the health of racial and ethnic minority populations through the development of health policies and programs to address the health disparities and gaps. Consistent with its mission, the role of OMH is to serve as the focal point within the Department for leadership, policy development and coordination, service demonstrations, information exchange, coalition and partnership building, and related efforts to address the health needs of racial and ethnic minorities.

The Program, commonly referred to as the Technical Assistance and Capacity Development Demonstration Program, was developed in 1999 as part of the Minority HIV/AIDS Initiative to address the HIV/AIDS epidemic in minority communities. The purpose of the program is to stimulate and foster the development of effective and durable service delivery capacity for HIV prevention and treatment among organizations closely linked with the minority populations impacted by HIV/AIDS. Specifically, the goals of the program are to: (1) provide administrative and programmatic technical assistance to enable community-based minority-serving organizations to enhance their delivery of necessary services; and (2) assist those community-based minority-serving organizations, through an ongoing mentoring relationship, in the development of their capacity as fiscally viable and programmatically effective organizations thereby allowing them to successfully compete for federal and other resources.

Of the seventeen projects described in this fact sheet, twelve projects awarded in FY 02 are funded for the three-year project period September 30, 2002 through September 29, 2005, while the remaining five projects awarded in FY 03 are funded for the three-year project period August 1, 2003 through July 31, 2006. Of the 17 total grants, 13 are administered by community-based minority-serving organizations and four are administered by local health departments. More than 650 community-based minority-serving organizations are receiving technical assistance services each year through the grant program, including needs assessments, mentoring, workshops on proposal writing, and staff development.
