Royalty Policy Committee

Charter
The committee provides advice on royalty management issues and other mineral-related policies to the Secretary of the Interior. It also provides a sounding board to convey views representative of mineral lessees, operators, revenue payors, recipients, government agencies and the interested public.

Depicts the publication of a new document Minerals Management Service Request for Public Nominations to the Royalty Policy Committee The Director of the Minerals Management Service (MMS), is requesting nominations for three public representatives to serve on the Department's Royalty Policy Committee (RPC).  Please submit your nominations on or before June 16, 2004.

Members The Secretary appoints up to 12 members representing States and Indian tribal governments and associations; up to nine members representing mineral revenue payors and their organizations; and up to four members representing the public. The Energy and Treasury Departments, and the Federal Energy Regulatory Commission, appoint one policy-level person each to serve as nonvoting members. The Directors of MMS, BLM and BIA serve as ex officio, nonvoting, members. The Associate Director for Minerals Revenue Management serves as the RPC Executive Secretary, the Designated Federal Officer, and an ex officio, nonvoting participant.

Subcommittee Reports
The committee appoints subcommittees to look at issues in-depth and report back to the Royalty Policy Committee. If acceptable to the full committee, the report is sent to the Secretary.
