NHTSA Announces New Measure To Enhance the Safety of Power
Window Switches For the Protection of Children in Passenger Vehicles

This final rule amends our standard for power-operated windows, partitions, and roof panel
systems to require that switches for these windows and other items in new motor vehicles be
resistant to accidental actuation that causes those items to begin to close. The purpose of
this amendment is to reduce the number of injuries and fatalities to people, especially children,
that occur when they unintentionally close those power-operated items on themselves by accidentally
leaning against or kneeling or standing on the switch or when other occupants accidentally actuate
the switch in that manner.

This document makes a number of revisions to the Federal safety standard for child restraint systems,
including amendments for incorporating improved test dummies and updated procedures used to test
child restraints and extension of the standard to apply it to child restraints recommended for use by
children up to 65 pounds (30 kilograms).

Child Restraint Ease of Use Ratings
- A notice regarding a new rating program for add-on child restraints based
on ease of use was placed on public display at the Federal Registry Thursday,
October 31, 2002 and will be published Tuesday, November 5, 2002. The notice
also announces two 2-year pilot programs to develop additional consumer information
related to child restraints.

This document proposes a number of revisions to the Federal safety standard
for child restraint systems, including proposals for incorporating improved
test dummies and updated procedures used to test child restraints, new or
revised injury criteria to assess the dynamic performance of child restraints,
and extension of the standard to apply it to child restraints recommended
for use by children up to 65 pounds. This proposal is being issued in response
to the Transportation Recall Enhancement, Accountability and Documentation
(TREAD) Act of 2000, which directed NHTSA to initiate a rulemaking proceeding
for the purpose of improving the safety of child restraints.

FMVSS; Child Restraint Systems; Child Restraint Anchorage Systems
(49 CFR Parts 571 and 596)
- This establishes a new Federal Motor Vehicle Safety Standard that requires
motor vehicle manufacturers to provide motorists with a new way of installing
child restraints. In the future, vehicles will be equipped with child restraint
anchorage systems that are standardized and independent of the vehicle seat
belts.
