Background:
Fahd Al-Qus¿a was one of the main co-conspirators in the 12OCT00 attack against the USS Cole. He escaped from custody in Aden, Yemen, on 11APR03, and remains a fugitive. He has traveled extensively in the past to Thailand, Pakistan, and Afghanistan, and he is an Al-Qa¿ida organization associate. He is known to have a Yemen passport but may use counterfeit passports from other countries.
