Foreign Labor Certification Policies and Regulations
Notice of Proposed Rulemaking
Department of Labor's Employment and Training Administration, Office of National Programs,
Division of Foreign Labor Certification, in cooperation with the regional offices
and the State Workforce Agencies (SWAs), administer the Foreign
Labor Certification Program. Administration of the program is mandated by regulations
published by the Code of Federal Regulations (CFRs). These regulations provide guidance
on the processing of applications, period of validity, and employer
responsibilities, etc. The applicable regulations are outlined below.
