EPA created the P2 grant program under the authority of the Pollution
Prevention Act of 1990. The grant program provides matching funds
to state and tribal programs to support P2 activities across all environmental
media and to develop state programs. EPA believes state-based environmental
programs have the best opportunity to promote P2 because states have closer,
more direct contact with industry and are more aware of local needs.
The purpose of the P2 grant program is to give state programs the capability
to assist businesses and industries in identifying better environmental
strategies and solutions for complying with federal and state environmental
regulations. It also aims to improve business competitiveness without
increasing environmental impacts. The majority of PPIS grants fund state-based
projects for technical assistance, training, outreach, education, regulatory
integration, data collection, research, demonstration projects, and recognition
programs.

This brochure presents five case studies from EPA grants awarded to states
to demonstrate how municipal Publicly Owned Treatment Works (POTW) can
promote source reduction activities to industrial and business dischargers
through pretreatment programs and facility operations.
Analysis of PPIS Grants
This analysis compiles all the PPIS grants per state. It lists who were
the major grantees in the state, summarizes the total PPIS funding in
the state and the activities conducted with the grants, and provides a
synopsis of the major p2 activities managed by the state.
