Director
On June 26, 2003, the United States Senate confirmed Joshua B. Bolten as
the Director of the Office of Management and Budget, and Mr. Bolten was
sworn in on June 30, 2003. As Director of OMB, Mr. Bolten will help oversee
the preparation of the Federal budget and supervise its administration in
Executive Branch agencies. He will work closely with Congress and federal
departments to successfully implement the President’s agenda, from
growing the economy and creating jobs to ensuring a strong national defense
and a secure homeland.
From January 2001 through June of 2003, Mr. Bolten was Assistant to the
President and Deputy Chief of Staff for Policy at the White House. From
March 1999 through November 2000, he was Policy Director of the Bush-Cheney
presidential campaign. Mr. Bolten also served as Policy Director of the
Bush-Cheney transition. From 1994 to 1999, he was Executive Director, Legal
& Government Affairs, for Goldman Sachs International in London.
During the Administration of President George H.W. Bush, Mr. Bolten served
for three years as General Counsel to the U.S. Trade Representative and
one year in the White House as Deputy Assistant to the President for Legislative
Affairs. Previously, from 1985 to 1989, he was International Trade Counsel
to the US Senate Finance Committee. Earlier, Mr. Bolten was in a private
law practice with O’Melveny & Myers, and worked in the legal office
of the U.S. State Department. He also served as Executive Assistant to the
Director of the Kissinger Commission on Central America.
Mr.
Bolten received his B.A. with distinction from Princeton University’s
Woodrow Wilson School of Public and International Affairs (1976) and his
J.D. from Stanford Law School (1980), where he was an editor of the Stanford
Law Review. Immediately after law school, he served as a law clerk at
the U.S. District Court in San Francisco. During the fall semester of
1993, Mr. Bolten taught international trade at Yale Law.

Deputy Director
On August 1, 2003, the United States Senate unanimously confirmed Joel David
Kaplan of Massachusetts as Deputy Director of the Office of Management and
Budget (OMB). As Deputy Director of OMB, Mr. Kaplan will assist the Director
in overseeing the preparation of the Federal budget and help to supervise
its administration in Executive Branch agencies. He will also work closely
with Congress and federal departments to successfully implement the President’s
agenda, from growing the economy and creating jobs to ensuring a strong
national defense and a secure homeland.
Previously, Mr. Kaplan
served as Special Assistant to the President in the Office of the Chief
of Staff, where he assisted in the coordination, development, and implementation
of Administration policies. In that capacity, Mr. Kaplan focused on a
wide range of issues including international economic affairs, homeland
security, energy, and transportation.
Before joining the White House Staff in January of 2001, Mr. Kaplan worked
as a policy advisor on the 2000 presidential campaign in Austin, Texas.
Earlier, he served as a law clerk for the Honorable Antonin Scalia, Supreme
Court of the United States and for the Honorable J. Michael Luttig, United
States Court of Appeals for the 4th Circuit (Alexandria, VA). He also served
for four years as an Artillery Officer in the United States Marine Corps.
Mr. Kaplan earned his bachelor’s degree from Harvard College and his
J.D. from Harvard Law School. Clay

Deputy Director for Management
Clay
Johnson is the Deputy Director for Management at the Office of Management
and Budget. The Deputy Director for Management provides government-wide
leadership to Executive Branch agencies to improve agency and program
performance. Prior to this he was the Assistant to the President for Presidential
Personnel, responsible for the organization that identifies and recruits
approximately 4000 senior officials, middle management personnel and part-time
board and commission members.
From 1995 to 2000, Mr. Johnson worked with Governor George W. Bush in
Austin, first as his Appointments Director, then as his Chief of Staff,
and then as the Executive Director of the Bush-Cheney Transition.
Mr. Johnson has been
the Chief Operating Officer for the Dallas Museum of Art and the President
of the Horchow and Neiman Marcus Mail Order companies. He also has worked
for Citicorp, Wilson Sporting Goods and Frito Lay.
He received his undergraduate
degree from Yale University and a Masters degree from MIT’s Sloan
School of Management. In Austin, he helped create the Texas State History
Museum, and was also an Adjunct Professor at the University of Texas Graduate
School of Business. In Dallas, he served as President of the Board of
Trustees for St. Marks School of Texas, and as a Board Member of Equitable
Bankshares, Goodwill Industries of Dallas, and the Dallas Chapter of the
Young Presidents Organization. |
