May 9, 2000 INS Names J. Scott Blackman New Eastern Regional Director SOUTH BURLINGTON, Vt. Immigration and Naturalization Service (INS) Commissioner Doris Meissner today announced the selection of J. Scott Blackman as the new Director of the Eastern Regional Office in South Burlington, Vt. Blackman has served as Acting Regional Director since March 1999. "Mr. Blackman has the professionalism and management skills required for success as the Director of our Eastern Regional Office," said Commissioner Meissner. "His prior experience as Director of the Philadelphia District Office and as Acting Regional Director in South Burlington have laid a solid foundation for his assignment to lead the Eastern Region of INS." Blackman comes to the Eastern Region from Philadelphia, where he served as the INS Philadelphia District Director for seven years. He is familiar with the Eastern Regional Office, having served as the Acting Regional Director for three months in 1994 and one year from March 1999 to the present. As the Director of the Eastern Region, Blackman is responsible for oversight of INS operations in a 25-state area in the eastern part of the United States, plus Puerto Rico and the Virgin Islands. "I am extremely happy to accept this position," Blackman said. "I've served my entire career in the Eastern Region, working my way up through the ranks. I have always been impressed with the fine efforts and selfless dedication of the employees in the Eastern Region, and I'm proud to be leading the Eastern Region at a time of such change and challenge." Blackman, 51, began his federal career in 1974 as a general attorney. In 1981, he was appointed Acting Supervisory General Attorney and in 1983, he was assigned as Assistant Chief Legal Officer for the INS New York District. Moving out of the legal field, he was selected as the New York Assistant District Director for Detention and Deportation in 1985. In 1990, Blackman became the Deputy District Director for the New York District, after serving a year as the Acting District Director. He was promoted to Philadelphia District Director in 1992 and was responsible for all INS activities in the states of Pennsylvania, Delaware and West Virginia. Blackman is a graduate of Ursinus College in Pennsylvania and has a law degree from Temple University. He was a commissioned 1st Lieutenant in the U.S. Army Reserves. Blackman and his wife, Judy, reside in Burlington, Vermont, with their son Michael. INS |
