Ian Frank George Milner was born on January 6, 1911, in Oamaru, New Zealand. He was a citizen of Australia. While in the United States, he resided with his wife, Margaret Leigh Milner, in Long Island, New York. In 1938, he toured the Pacific Northwest on a lecture tour sponsored by the San Francisco Friends of the Chinese People. He contributed to the magazine “Amerasia” edited and published by Philip Jaffe and Kate Mitchell, who were arrested in 1945, in possession of classified documents. The investigation failed to reveal that Milner was engaged in espionage and the case was closed in 1952. He served with the United Nations Secretariat from 1947-1951. In 1948, Milner was a subject of an espionage investigation which began in 1948. He was affiliated with Communist dominated groups and his name is contained in a Dies Committee Report (House Committee on Un-American Activities).
