Note: When coming to the Embassy, please bring a passport or other form of photo ID. Please do not bring items such as video cameras, cell phones, recorders, pagers, radios, floppy disks, cassette tapes, video tapes, headphones, cassette or CD players or any other electronic device which is capable of receiving, transmitting or storing information. Such items will need to be surrendered at the front gate until departure from the Embassy.

When making your preparations to travel to the U.S., please allow adequate time to process your visa. At the present time, Embassy Dushanbe does not issue visas. Citizens of Tajikistan may apply for their visas at the U.S. Embassy in Almaty, Kazakhstan.

To apply for a visa in Almaty, the following is needed:

When applying for a tourist/business visa, applicants will be asked by the consul to prove that they have strong ties to a foreign country to which they intend to return. Such proof may be, but is not limited to:

  • Proof of work or school
  • Evidence concerning the purpose of travel to the U.S.
  • Proof of property ownership

Services for Americans in Tajikistan

The hours for American Citizen Services are Monday to Friday, 9 a.m. - 12 p.m. Please note that no fee services are possible on Wednesdays (this includes notarization and passport services). Services for American citizens are not limited to the above-mentioned hours, but immediate assistance outside these hours cannot be guaranteed. Appointments are welcome. U.S. Citizens should be advised that the U.S. Embassy in Tajikistan is only able to offer limited emergency services and an extremely limited set of non-emergency services. Passport replacement

In the event that a passport is lost or stolen, or if a new passport is needed, a consul can assist with processing an application for a replacement passport. If you believe your passport has been stolen, first report the theft to the local police and get a police declaration. Applicants should be aware that the U.S. Embassy in Dushanbe does not have passport-producing equipment. Applications will be accepted in Dushanbe, but there will be a delay as the passport is sent for processing to the U.S. via the U.S. Embassy in Almaty (please note that it may take up to one month to receive a new passport). U.S. Passport Fees:

First time issuance:

- Applicants age 16 or over - U.S.$85

- Applicants under age 16 - U.S.$70

Renewal:

- Applicants age 16 or over - U.S.$55

- Applicants under age 16 - U.S.$70

- Lost or stolen passports (applicants age 16 or over - U.S.$85)

In order to obtain a replacement passport the following is needed:

  • proof of U.S. citizenship (i.e. a previous passport, birth certificate, naturalization papers, previous registration with the Embassy, etc.)
  • two 2" x 2" (5 cm x 5 cm) photos--color or black and white are both acceptable
  • DSP-82 or DSP-11 application form completely filled out except for your signature. Applications can be obtained free at any U.S. Embassy or Consulate.
  • application fee paid to the U.S. Embassy cashier in cash (for fee see above)

In addition to the documents mentioned above, in order to obtain a replacement passport for a minor under age 14, both parents or legal guardians must:

  • present evidence of child’s relationship to Parents/Guardians: birth certificate with parents’ names, adoption decree with adopting parents’ names, etc.
  • show valid parental identification (i.e., valid U.S. or foreign passport, drivers license, Alien Resident Card from BCIS, etc.)
  • sign and take oath before the Consular Officer. If the second parent is not available to sign, the appearing parent must submit second parent’s written statement of consent (including the child’s name and date of birth) authorizing passport issuance for the child or must present evidence sole legal custody of the child.

Please note that, as of February 1, 2004, the Department of State’s Bureau of Consular Affairs has begun requiring the personal appearance of all minors applying for U.S. passports in order to enhance the accurate identification of passport applicants and aid in the prevention of international child abduction and trafficking.

If your passport is valid but all visa pages are filled, the Consular Section can add new visa pages to your passport. You need to fill out Passport Amendment Application Form DSP-19 and present your U.S. passport. This service is free of charge.

Passport applications are received in the consular section Mondays, Tuesdays and Fridays between 9:00 a.m. and 12:00 p.m. (except for emergencies). Please call ahead or e-mail at DushanbeConsular@state.gov to make an appointment.

Assistance in finding medical help

If you require medical attention, you can contact a consular officer for a list of local doctors. If you are injured or become seriously ill, a consul will help you find medical assistance and, at your request, inform your family or friends. Please be advised that, should medical evacuation be necessary, a medical evacuation from Tajikistan to the United States may cost well more than $50,000 and all costs will be borne by the American Citizen. Therefore, international medical evacuation insurace is strongly advised. Travelers can check the latest health information with the U.S. Centers for Disease Control and Prevention. A hotline at (404) 332-4559 gives the most recent health advisories, immunization recommendations or requirements, and advice on food and drinking water safety for regions and countries. Help in an emergency

Upon arrival in a country, U.S. citizens are encouraged to register at the U.S. embassy. This may help family members contact you in case of an emergency and will greatly enhance our ability to locate you in the event of emergency. In the event that your family needs to reach you because of an emergency at home or because they are worried about your welfare, they should call the State Department's Citizens Emergency Center at (202) 647-5225. The State Department will relay the message to consular officers in the country in which you are traveling. Consular officers will try to locate you, pass on urgent messages, and, consistent with the Privacy Act, report back to your family. If we do not have a Privacy Act Waiver from you (which is a part of the registration form), we cannot report any information about you to your family.

Please register by faxing a copy of your passport data page and Registration Form to the U.S. Embassy at (992-372) 51-00-28 or 21-03-62, Attention: Consular Section. Please be sure to fill out your contact information and duration of your stay in Tajikistan on your registration form and register as soon as possible after your arrival.

Visit in jail

If you are arrested, you should ask the authorities to notify a U.S. Consul. Consuls cannot get you out of jail. You are in a foreign country and are subject to its laws. However, Consuls can work to ensure that you are not discriminated against. They can provide a list of local attorneys, visit you, and contact your family and friends.

Making arrangements after the death of an American citizen

The death of an American Citizen in Tajikistan should be reported to the Consular Section of the U.S. Embassy in Dushanbe as soon as possible. When an American dies abroad, a consular officer notifies the American's family and informs them about options and costs for disposition of remains. Costs for preparing and returning a body to the U.S. may be high and must be paid by the family. Based upon the Tajik death certificate, the Consular Officer will prepare a http://www.state.gov/m/a/auth/Consular Report of death, which may be the used in the U.S. to settle estate and other matters.

Notarization

Consular Officer may acknowledge signatures on documents signed before him/her. American Citizens may also execute affidavits or sworn statements before a Consular Officer. If a document signed by a person located in the U.S. must be notarized in Tajikistan, that document should first be notarized in the U.S. and then go through a series of certification known as "the chain authentication method". Please note that U.S. Consular Officers abroad are NOT permitted to authenticate seals and signatures of notaries public and other officials in the U.S. They may, however, certify the Seal of the U.S. Department of State if this is requested in particular cases by the national authorities of the host country. Notarization service fees:

Notarial service - U.S. $30.00 (first seal); $20.00 for each additional seal provided in connection with the same transaction at the same time;

True copy - U.S. $30.00 (first seal); $20.00 for each additional copy provided at the same time;

Authenticate a U.S. Federal seal - U.S.$30.00.

Please note that notarization services are not available on Wednesdays as they require a fee. Please call or e-mail in advance to make an appointment.

The consular section can also:

Consular officers cannot act as travel agents, banks, lawyers, investigators, or law enforcement officers. Please do not expect them to find you employment, provide you with residence or driving permits, act as interpreters, search for missing luggage, or settle disputes with hotel managers. They can, however, tell you how to get help on these and other matters.

Please note that registration with the U.S. Embassy in Tajikistan is different from registration with the Visa and Permission Department of the Ministry of Internal Affairs (OVIR) or Consular Department of the Ministry of Foreign Affairs of the Republic of Tajikistan and does not fulfill the Requirement of Registration with Tajik MFA and OVIR within three days of an American citizen’s arrival in Tajikistan.
