ACF NAMES MARY ANN HIGGINS AS NORTHEAST HUB DIRECTOR

The HHS Administration for Children and Families (ACF) announced today that Mary Ann Higgins will serve as the new ACF Northeast Regional Hub Director, working in a new collaborative relationship among the ACF regional offices in Boston, New York and Philadelphia. Ms. Higgins has over 20 years experience in the social service and public administration areas.

ACF is responsible for some 60 programs that provide services and assistance to children and families, including the welfare reform program signed into law by President Clinton in 1996. Among the programs Ms. Higgins will work with states, local organizations, and tribes on are: Head Start, the model pre-school program; child care; foster care and adoption assistance; child support enforcement; and Temporary Assistance for Needy Families (TANF), formerly known as Aid to Families with Dependent Children (AFDC).

Prior to this appointment as Hub Director, Ms. Higgins was regional administrator for the New York region with responsibility for programs in New Jersey, New York, Puerto Rico and the Virgin Islands. Previously she was director of the JOBS program in ACF in Washington, DC. She also worked in the Boston regional office on a range of programs, including AFDC, welfare-to-work and the refugee resettlement programs

The Northeast region comprises Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Puerto Rico, Rhode Island, Vermont, Virgin Islands, Virginia, and West Virginia.
