It is the responsibility of the proposing organization to thoroughly review each proposal prior to submission. On occasion, however, a problem is identified with a portion of the proposal after the proposal has been submitted electronically to NSF.
The FastLane Proposal File Update Module allows the organization to request the replacement of files or revision of other Proposal Attributes, associated with a previously submitted proposal. A request for a proposal file update must be submitted by an individual who is authorized to submit proposals on behalf of the organization, and electronically signed by the Authorized Organizational Representative (AOR). An update request must contain a justification that addresses:
A request for a proposal file update after the timeframes specified above will require acceptance by the cognizant NSF Program Officer. Such requests may be submitted only to correct a technical problem with the proposal (i.e., formatting or print problems). Changes in the content of the proposal should not be requested after the timeframes specified above. When a request is accepted, the proposed files or revisions to proposal attributes will immediately replace the existing files and become part of the official proposal.
PIs can access the Proposal File Update Module via the "Proposal Functions" section of FastLane. Authorized individuals in the organization’s Sponsored Projects Office (or equivalent) can initiate or review requests for proposal file updates using the "Submit Proposals/Supplements/File Updates/Withdrawals" Module via the FastLane "Research Administration Functions."
NSF will consider only one request for a proposal file update per proposal at a time. It is anticipated that it will be a rare occurrence for more than one file update request to be submitted for a proposal.

1. Log in as a PI to Proposals, Awards, and Status.
2. On
the Principal Investigator
(PI)/Co-Principal Investigator (Co-PI) Management screen (Figure 1),
click Proposal Functions. (Figure 1). The
Principal Investigator (PI)/Co-Principal
Investigator (Co-PI) Management
Proposal Functions screen displays (Figure

3. Click
Proposal File Update. The List of Proposals Eligible for Update
screen displays (Figure
3) displays.

the proposal you want to work on from the List of Proposals Eligible for
Update screen
menu.
5. Click
the Continue button. The Proposal Update Control screen for that
proposal displays

6. On
the Proposal Update Control screen
(Figure 4), click the Create Update

7. Click
the View/Edit Update button (Figure 5). The Proposal Change Form
Preparation menu screen displays (Figure
6) displays. This screen shows
lists
all the forms for the proposal you are working on. You can update any
form.

8.
On the Proposal Change Form Preparation menu
screen (Figure 6), click the Go button next
to the form that you want to update.
9. Type
or copy and paste text in the text box for the form or upload a new file to
replace the old file. After you have accepted the uploaded form, the Proposal
Change Form Preparation menu screen
displays (Figure
7) appears with the form now listed as
changed and with the date of the change.

10. Repeat the process for any forms you want to replace.
11.
At the bottom of the Proposal Change Form
Preparation menu
screen (Figure
8), click the Proposal Update
Justification Note button (Figure 8). . The Justification Note screen displays (Figure
9) appears with a text box for entering
your justification for the Proposal File Update.

12. Type or copy and paste your Justification in the text box.
13. Click the OK button under the box. A screen displays
(Figure 10) with the confirmation message that FastLane has saved your
Justification Note.

14. Click the OK button. The Proposal Change Form Preparation menu screen
redisplays (Figure 7).
15. Click the OK
button at the bottom of the Proposal Change Form Preparation menu
screen to return to the Proposal Update Control screen
(Figure 5) for your proposal.
View and Edit a Proposal File Update
1.
On
the Proposal Update Control screen (Figure 1), click the View/Edit Update button. The Proposal
Change Form Preparation
menu screen displays (Figure
2) displays.

2. On
the Proposal Change Form
Preparation menu screen
(Figure 2), click the Go button next to the proposal file you want to
view. The File Upload screen displays (Figure 3) for that form
displays.

3. If the update has been uploaded, click the View Current form button. The updated file displays in PDF format.
4. To
edit an updated form, go to Step 8, Create a
Proposal File Update and proceed through Step 10.
5. To
edit the Justification Note, go to Step 11,
Create a Proposal File Update and proceed through Step 15.
On the Proposal Update Control screen (Figure 1),
click the View Update Summary button. The Proposal Update
Summary screen displays (Figure 2) displays with
pertinent information on your update and its status. The lower portion of the
screen shows which the forms you have updated. You have these
options:

1. On the lower portion of the Proposal Update Summary screen (Figure 1), in the box listing the updated forms, click the radio button next to the form that you want to view.

2. Click the View Current Section button to view the form before the update. The form displays in PDF format.
3. Click the back button on the browser to return to the Proposal Update Summary screen.

the Create Update PIN button. The Proposal File Update PIN Control

2. Type
the PIN number in the fieldsboxes.
3. Click
the OK button. A screen displays confirming with the confirmation
message that the PIN number has been changed.

the OK button. The Proposal Update Control screen displays (Figure
1) displays.

the Delete Update button. A screen displays (Figure 2) displays asking
youwith
a message for you to confirm that you wish to delete that Proposal File
Update and a warning
you that the update cannot be
restored.

2. Click
the OK button. A screen displays (Figure 3) displays telling
you that the update is deleted.

the Proposal Update Control screen (Figure 1), click the Allow SPO
Access button. A screen displays (Figure 2) displays askingwith a message for
you to confirm that you want to allow SPO access to the Proposal File Update.

2. Click
the OK button. The Access to Proposal File Update has been
given to your SPO screen displays (Figure 3) with the message that the SPO
has access to the Proposal File Update. The screen also lists the names of
people to whom FastLane has sent emails to notify them of the updated proposal
access.

that you want to remove SPO access from.

On the Proposal Update Control screen (Figure 1),
updates that have SPO access are listed inon the Forward Updates list menu
along with their NSF acceptance status. You have these options for
working with updates that the SPO has access to:

1. On the Proposal File Update Control screen (Figure 1), select the update whose Update Summary you want to view from the Forwarded Updates menu.

update also presents an option to view/print
the proposal.

1. On
the Proposal Update Control screen (Figure 1), select an update from the
Forwarded Updates menu list that has the status of Automatically
Accepted.

2. Click
the View Update Summary button. The Proposal Update Summary

the View/Print Proposal button. The View Submitted Proposal

4. Click the Go button next to the form you want to view. The form displays in PDF format.
5. Click
the Printer icon on the Adobe toolbar to
print the form.
6. To print the entire proposal, click the Go button next to Print Entire Proposal on the View/Print Proposal screen (Figure 5). FastLane concatenates the files for the proposal and prints the proposal as one PDF document.

7. Click the Go Back button at the bottom of the View/Print Proposal screen to return to the Proposal Update Summary screen (Figure 2).

Submitted Updates button. The Submitted

the proposal whose update you want to check on from the list of Submitted Updates. menu.

in the row for the find the Proposal File Update you want
to work on. The Proposal Change Form Preparation screen
displays (Figure 2) with the updated forms.

1. Prepare on a word processor the replacement file for the form you want to replace.
2. On
the Proposal Change Form Preparation menu screen
(Figure 1), click the Go button for the file you want to replace. The File
Upload screen displays

3. Upload
the new file to replace the old file. After you have accepted the upload, the Proposal Change Form Preparation menu screen appears
displays
(Figure 1) with the new form in red and listed as Changed. (Figure
1).

1. On
the lower portion of the Proposal Change Form Preparation menu
screen (Figure 1), click the Proposal
Update Justification Note button. The Justification
Note screen displays (Figure 2) appears with
a text box for entering your justification for the Proposal File Update.

2. If you want to change the Justification Note, edit it in the text box or copy and paste a new Justification in the text box.
3. Click the OK button under the box. A confirmation screen displays telling you that FastLane has saved the edited Justification Note.
4. Click
the OK button. The Proposal Change Form Preparation menu screen
(Figure 1) displays.
1. On
the Documents in Progress
tab of the Proposals/Supplements/File Updates/Withdrawals screen
on the Documents in Progress tab (Figure
1), click the Submit icon in the Submit row column for
the update Proposal File Update you want to submit. The Proposal Submission screen displays (Figures
2 and 3) displays with notes from FastLane on
the contents of the updated proposal and with the proposal Cover Sheet. If you
have permissions of the AOR, the Certification for the AOR also displays on the Proposal
Submission screen (Figure 3).

2. Click
the Sign and Submit button. A
confirmation screen displays (Figure 4) displays telling with the confirmation
message that you that the Proposal File Update has
been submitted to NSF.

3. Click
the OK button. The Proposals/Supplements/File Updates/Withdrawals
screen on the Documents in Progress tab displays (Figure 1) displays.

If your Proposal File Update cannot be submitted, a screen displays
(Figure 5) with an explanation as to why your proposal is not submitted to NSF.
Click the Go Back button to return to the Proposals/Supplements/File
Updates/Withdrawals screen on the Documents in Progress tab (Figure1).

2. Type or copy and paste in the text box a note for the PI explaining why the update is being returned.
3. Click
the OK button. A screen displays
(Figure 3) with the confirmation message that the update has been returned to
the PI.

the OK button. A screen displays (Figure
3) with the
confirmation message appears telling you that the Proposal
File Update has been withdrawn.

3. Click the OK button. The Proposals/Supplements/File Updates/Withdrawals screen on the Submitted Documents tab displays (Figure 1).
If NSF has already processed the update, you can no
longer withdraw it. When you click the Withdraw icon for that proposal
on the Submitted Documents tab of the Proposals/Supplements/File
Updates/Withdrawals screen, a screen displays (Figure 4) displays telling youwith the message
that the update has already been processed.
Click the OK button. The Submitted Documents
tab of the Proposals/Supplements/File Updates/Withdrawals screen
on the Submitted
Documents tab displays (Figure 1) displays.

1. On
the Proposal Update Summary screen
(Figures 1 and 2), click the View/Print Proposal button (Figure 2). The View
Submitted Proposal screen displays (Figures 3 and 4) displays.

2. Click the Go button next to the form you want to view. The form displays in PDF format.
3. Click
the Printer icon on the Adobe toolbar to
print the form.
4. To print the entire proposal, click the Go button next to Print Entire Proposal on the View/Print Proposal screen (Figure 4). FastLane concatenates the files for the proposal and prints the proposal as one PDF document.

5. Click
the Go Back button at the bottom of the View/Print Proposal
screen (Figure
4) to
return to the Proposal Update
Summary screen (Figure

3. Verify that the Signature Information is correct. If you need to change it, click Account Management.
4. Click the radio button next to Sign on the row for the Proposal File Update that you want to sign.
5. Click
the Sign button (Figure 2). The Electronic
Signature Notice screen displays (Figure 3) displays with
the Certification Information for the AOR.

6. Click the Sign button (Figure 3). The Electronic Signature Notice Confirmation screen displays (Figure 4).
