Introduction of the Project
Background
The DoDIIS Management Board (DMB) requested Joint Interoperability Test Command (JITC)
support for testing the interoperability of DoDIIS developed systems, particularly the migration
systems identified by the DMB. DoDIIS systems are developed individually by the Services,
funded through the General Defense Intelligence Program (GDIP), and managed by the Defense
Intelligence Agency (DIA) through the DMB.
JITC tests DoDIIS migration systems for interoperability and certification in accordance
with the guidelines by JITC and Joint Interoperability and Engineering Organization (JIEO)
Circular 9002, "Requirements Assessment and Interoperability Certification of C4I and AIS
Equipment and Systems." Tests determine the interoperability of DoDIIS systems with other
DoDIIS, Joint, and Service systems. Most DoDIIS migration systems are Automated Information
Systems (AIS) that are designed for network services and for the exchange of message traffic or
textual information, imagery products, and databases. JITC reviews the requirements documents
for every migration systems, identifies the functional interoperability requirements, and develops
and executes specific test plans for the required interfaces.
Overview
Most initial interoperability certification testing of DoDIIS migration systems will be conducted
at the Joint Integration Test Facility (JITF), Rome Laboratories, Rome, New York. By a
Memorandum of Agreement (MOA) with Rome Laboratories, JITC will conduct its testing
during integration testing (Beta 1) at the JITF. Follow-up testing for additional interfaces is
conducted at Beta 2 Sites. JITC documents the results of interoperability testing in a
Compatibility, Interoperability, and Integration (CII) or Continuous Comprehensive Evaluation
(CCE) memorandum, and the DMB uses it to support an interim fielding decision. JITC also
produces a detailed test report.
The focus of interoperability testing of intelligence information systems is on the ability of
systems to exchange information in sufficient time, by the designated communications means,
with the accuracy required by the user to perform assigned missions. Criteria in the templates
may have to be adjusted to ensure this can be tested adequately based on the requirements of the
system under test.
Program
Plan
JITC developed a Program Plan to serve as a "how to" guide for testing the interoperability of
DoDIIS migration systems. The plan contains templates that serve as guides for JITC testers to
develop detailed interoperability test plans for DoDIIS migration systems in accordance with
JITC Instruction 210-85-01 "Documentation of Test and Evaluation Activities." The test
procedures, criteria, and data requirements in the templates must be adjusted by the JITC tester to
meet the specific needs and requirements of the systems under test. This requires the tester to
research and coordinate requirements. In some cases, the criteria in the template will meet the
needs for interoperability testing. However, in other instances, none of the criteria will meet the
needs of the test, and the tester will have to develop unique criteria.
JITC Testers
will
:
- Extract interoperability requirements from system documentation and through
interviews with the system PM, System Developer, and potential users. Based on interoperability
requirements, develop a System Interoperability Test Plan.
- Coordinate with the JITF to determine what required interfaces will be available during
JITF testing. The JITF holds an Initial Planning Meeting (approximately 60 days prior to test)
and refines planning the JITF Readiness Review (JRR) (appoximately two weeks prior to test).
JITC testers will identify shortfalls between requirements and test events to include in test
limitations.
- Obsserve JITF test events and collect data pertinent to interoperability. Develop specific
interoperability test events to be conducted at the JITF based on the interoperability test plan and
systems availability.
- When interface shortfalls exist at the JITF, coordinate with the PM for additional
interoperability testing at the Beta 2 site. Plan interoperability events to be conducted at the Beta
site and identify additional interoperability shortfalls. Collect interoperability data from the Beta
2 site (either from the side tester or through on-site data collection.)
- Based on test results, prepare the CII Certification Letter of Continuous Comprehensive
Evaluation (CEE) Letter and the Test Report. The JITC goal is to publish the CII or CEE Letter
and forward it to the DMB within 14 days after testing. The report should be completed within
30 days after testing.
- Participate in DoDIIS Test Planning Oversight Committee to identify and refine
interoperability test requirements, strategies, resources, and responsibilities.
Schedule
/ Systems to be Tested
Approximately 40 migration systems will be tested under this program. The four categories
of systems to be tested are outlined below:
- Message
and Text Handling Systems.
These include the functions of formatted message exchange and textual
document exchange.
- Imagery and
Graphic Exchange Systems.
These include the functions of imagery transfer, digital mapping, graphics
exchange, overlay exchange, video services, and video teleconferencing.
- Database
Systems.
These
include the functions of remote database querying and full database transfer.
- Network
Services Systems.
These include the functions of electronic mail exchange, file transfer,
chatter, and manual disk/tape exchange.
