Federal Crop Insurance Corporation

The Federal Crop Insurance Corporation (FCIC) promotes the national welfare by improving the economic stability of agriculture through a sound system of crop insurance and providing the means for the research and experience helpful in devising and establishing such insurance.

The management of the corporation is vested in a Board of Directors subject to the general supervision of the Secretary of Agriculture. The board consists of:

• The Undersecretary of FFAS, J. B. Penn;
• An additional Undersecretary, TBD;
• USDA Chief Economist, Keith Collins;
• The FCIC Manager (non-voting), Ross J. Davidson, Jr.;
• Four farmers, at least one of whom grows specialty crops:
  • John B. Askew;
  • Frank Bedford Jones, Jr;
  • Timothy M. Kelleher; and
  • vacant;
• An individual involved in insurance (often an agent), Willard Dean (Bill) Classen
• An individual knowledgeable about reinsurance or regulation, vacant

The corporation takes actions necessary to improve the actuarial soundness of Federal multiperil crop insurance coverage, and apply the system to all insured producers in a fair and consistent manner.
