Revenue Ruling 2004-98 Released In a new revenue ruling, the Service indicates that certain employer reimbursements to employees for parking or other benefits, for which the employee is deemed not have incurred expense, are not fringe benefits excludable from income.
News Release - IRS Warns Businesses, Individuals to Watch for Questionable Employment Tax Practices In a news release issued April 5, 2004, the IRS cautioned employers about several different non-compliance schemes involving employment tax and the possible legal consequences.
Notice 2003-70 [Proposed Revenue Procedure Regarding Home-Care Service Procedures] This notice contains a proposed revenue procedure that would modify the existing guidance to make clear that the special procedures of Rev. Proc. 80-4 apply not only when a state or local government agency furnishes the home-care service providers but also when the the service recipients hire their own home-care service providers directly. The Service requests comments on this proposed guidance.
