B&I; Loan Pack 2000

  • Be sure to download the documentation for this package.  It will contain all the information needed for installation.
  • If B&I LoanPack 2000, Ver. 1.0 is on your PC, please have your System Administrator remove it via the Add/Remove function under Control Panel.
  • If you are a USDA CCE Windows NT user:
    • CCE CD #4 must be installed on your PC.  To determine if CD #4 is installed, click on, Start => Programs => USDA Applications => Utilities => Platform.  BuildNumber should read CCE Software CD#4.
    • If not, please have your Systems Administrator contact the State IRM for a copy of the CD.
    • If your State Office cannot locate or does not have a copy of the CD, I can be contacted at:

  • (Private Sector Lenders Only) If you are a non-USDA Windows 95, 98, 2000, Me, or NT user:
    • You must download Windows Installer from Microsoft at www.microsoft.com/downloads.
    • Please read carefully which Windows Installer is required for your PC since Windows NT and 2000 require different downloads.
    • USDA Rural Development is not responsible for software that is downloaded to your PC from Microsoft.
  • Windows XP users are not required to download Windows Installer.
Purpose Of Program

The purpose of this program is to automate the process of filling out the forms associated with applying for a Business and Industry loan through USDA, Rural Business-Cooperative Service.  After you load the B&I Loanpack 2000 program onto your computer, you will be able to enter the required information and print out the forms.

The Lenders will generate the following forms with this program:

  •  4279-1      Application For Loan Guarantee
  •  4279-2      Non-Relocation And Market Capacity
  •  1940-20    Request For Environmental Information
  •  400-3      Notice to Contractors and Applicants
  •  400-6      Compliance Statement


USDA personnel will generate the following forms with this program:

  •   1940-3   Obligation of Funds
  •   1980-19  Guaranteed Loan Closing Report
  •   4279-1   Part C – USDA Project Summary
  •   4279-2   Conditional Commitment
  •   4279-3   Lender’s Agreement
  •   4279-4   Loan Note Guarantee
  •   4279-5   Assignment Guarantee Agreement
  •   4279-6   Certificate of Incumbency
  •   2006-38   Civil Rights Impact Analysis Certification


The intent is to reduce the time it takes to fill out the required forms by capturing the data once and transferring it to the appropriate forms.  The goal is to allow you to enter the data in a manner that would be intuitive.  Data collected on one screen may show up on several different forms

Saving Files

The files for the B&I Loanpack 2000 are saved much like Word or Excel files.  Each file represents a project and the user will give each file a name and save to any directory or device.  The file is saved by clicking the File Save or File Save As menu items

Any files saved using the B&I Loanpack 2000 can be moved to another computer by any means you would use to move a Word or Excel file.  The size of the files are very small and can be easily moved as an attachment to your e-mail.

Once the file is available on another computer, the project (file) can be opened by clicking on File Open menu item.

WHOM DO I CONTACT FOR HELP?

The first screen on the program provides easy access to technical support.  Simply click on the “Questions and Comments” link, and you will be given an opportunity to enter information about yourself as well as any comments or questions about the program.  This information will be directed to the program developers and they will respond accordingly.

Other Features

The program has a feature called Entry Assist.  This feature allows the user to obtain assistance for any field that requires more than a few words to complete.  We call them “Memo” fields.  Memo fields will be recognized by the fact they are larger than the standard one word or number field.  By doubling clicking on a Memo field, the user will get another screen that provides some default language that can be selected.  By a simple copy and paste procedure, the default language can be inserted in the current project.  Of course, each project will require modification of any language copy from the default.  Also any different language entered by the user for any Memo type item will automatically be saved for later use.
