To obtain your password at the http://vsc.gsa.gov website, look under: Other Site Features, and click on Register (SIP, EDI, 72A, e-Buy) Then click on SIP/EDI Registrations. This is currently the first selection. At the next screen, enter your contract number without dashes and click Proceed. You will then be asked to fill in applicable data. After completion of the registration, a password will be assigned to you.
Please note that a Data Universal and Numbering System (DUNS) is required at registration. If you do not have a DUNS assigned for your company, you may obtain one without charge by contacting Dun & Bradstreet, Inc. at (800) 999-3867 Ext. 7748.

No. A contracting officer needs to place orders against the schedule. You would contact your contracting department with your requirements which may or may not result in you providing a statement of work (SOW). (Note - the Contracting Officer may actually prepare the SOW based upon your requirements). Once the SOW is prepared, the Contracting Officer will issue the RFQ to the maximum extend practical, conduct the evaluation and make the award which results in a task order.

The Federal Supply Schedule program mirrors commercial buying practices more than any other procurement process in federal government.
Management Engineering Associates (MEA) was contacted by the contracting officer for the USDA/Forest Service Olympic National Forest regarding a request to assess the design and operational performance of sewage disposal systems on 68 tracts bordering Lake Quinault on the Olympic Peninsula, adjacent to land belonging to the Quinault Indian Nation. After responding to this scope of work, MEA was re-contacted to inquire if the cost could be reduced coincident with the funding available. During collaboration with the field activity and the contracting office, MEA was able to determine that the Forest Service's primary goal was to determine the suitability of the properties to support on-site systems. Accordingly, the agency was helped to modify the scope to reflect the real needs and promote efficient consulting involvement. The contracting officer was able to issue a delivery order to allow MEA engineers to immediately commence work to address key environmental issues. Findings were that a high proportion of the properties were unsuitable due to poor soil conditions, a high groundwater table, or non-compliance with minimum setback criteria. These findings substantiated the concerns of Forest Service scientists who were worried about possible degradation of a pristine body of water in the trust of the Quinault Nation. By submitting a detailed report on conditions encountered, the agency was equipped to fully cope with this potential problem.
The need to prepare a new Environmental Assessment before the critical flight test could be conducted, but the test was only a matter of a few days away. Although BMDO had no contact with The Mangi Environmental Group, BMDO contacted Mangi based on their reputation for rapid responsiveness. Mangi agreed to undertake an expedited environmental study, but BMDO did not know of any way to get Mangi under contract quickly enough. Jim Mangi, who had a role in the original conceptualization of the GSA Environmental Advisory Services Schedule, was able to tell the BMDO personnel about the Schedule mechanism. He e-mailed them the information they needed. BMDO had made their first call to Mangi at 11:00 AM. By 4:30 that afternoon, Mangi had a delivery order in hand, and was at work on the project. The EA was successfully prepared and the flight test proceeded as planned.
