Subject:       Request for Comments – Land Use Planning Handbook (H-1601-1) Revision                    DD:  09/07/2004

Purpose:  The purpose of this Information Bulletin (IB) is to solicit comments on the final draft Land Use Planning Handbook (LUPH) revision.

 

Background:  The first draft of the LUPH revision was issued for review and comment on April 19, 2004.  A number of comments were received from state and field offices.  One external comment letter was also received.  The attached table summarizes major comments and corresponding changes. 

 

The main purpose of the revision was to incorporate guidance issued in the form of multiple Instruction Memorandums (IMs) and IBs since the original release of the LUPH.  Some comments were outside the scope of the revision and they were addressed as time allowed. 

 

Action:  We are asking for your review and comment on the final draft LUPH revision at this time.  Please note that this version has been prepared in a final format (without strikeouts of previous text, footnotes, etc.). 

 

Major text changes from the draft are highlighted.  There are some changes and new additions to this version that should be noted in your review.  The Recreation section of Appendix C has been split into two sections – one titled Recreation and Visitor Services and the other titled Comprehensive Trails and Travel Management.  Sections have also been added to Appendix C on Cave and Karst Resources and Transportation Facilities (the latter was formerly reserved).  Appendix D (Social Science Considerations) has been substantially revised.  Finally, Appendix G-3 (Analysis of the Management Situation) has been reformatted consistent with the other outlines in Appendix G and expanded to address habitat conservation opportunities.

 

When submitting comments, please reference the Handbook section and page number for each comment.  Please send one set of consolidated comments for each state office or WO group. 

 

Timeframes:  Comments should be submitted to Scott Florence, Senior Planner, Washington Office Planning, Assessment, and Community Support Group (WO-210) within 30 days of receiving this IB.
