DOL Grants

The President's faith-based and community initiative is about leveling the playing field so all grassroots organizations have equal opportunity to participate in existing federally funded programs as they serve their communities. Below are the current grants available through the Department of Labor.

The following agencies within the Department of Labor release competitive grants relevant to faith-based and community organizations:

Employment and Training Administration (ETA)

DOL Announces Grant Opportunity for Healthcare and Biotechnology

Summary: DOL's Employment and Training Administration (ETA) announces the availability of approximately $10 million in demonstration grant funds to address labor shortages, innovative training strategies, and other workforce challenges in the Healthcare and Biotechnology industries as identified through the President's High Growth Job Training Initiative. The President’s High Growth Job Training Initiative (HGJTI) is a strategic effort to prepare workers for new and increasing job opportunities in high growth/high demand and economically vital industries and sectors of the American economy.

Eligible Applicants: Applicants must be public, private for-profit, and private non-profit organizations including faith-based and community organizations. The application must clearly identify the applicant and describe its capacity to administer the HGJTI Healthcare and/or Biotechnology grant, in terms of both organizational capacity and data management capabilities. Please note that the applicant and fiscal agent must be the same organization.

Award Amount: ETA intends to fund 10-12 at a range of $750,000 to $1 million, however, this does not preclude funding at either a lower or higher amount, or funding a smaller or larger number of projects, based on the type and the number of quality submissions. Applicants are encouraged to submit budgets for quality projects at whatever funding level is appropriate to the project. Nevertheless, applicants should recognize that the limited funds available through this SGA are intended to supplement project budgets rather than be the sole source of funds for the proposal.

Veterans' Employment and Training Service

VETS Announces Grant Competition Under Veterans' Workforce Investment Program

Summary: DOL's Veterans' Employment and Training Service (VETS) has announced a competition for the balance of the Veterans' Workforce Investment Program (VWIP) grant funds for Program Year (PY) 2004, as authorized under Section 168 of the Workforce Investment Act (WIA) of 1998.

Eligible Applicants: Public and Private Agencies, Faith-Based Organizations

The VWIP programs are designed to be flexible in addressing the universal as well as local or regional problems that may have had a negative impact on veterans as they adapt to the competitive challenges of the 21st Century workforce. VETS is seeking applications that take one of two approaches — either providing direct services to veterans that result in jobs and job training or credentialing opportunities, or providing outreach and public information activities that result in jobs and job training or credentialing opportunities for veterans.

VETS anticipates that up to $3,800,000 in PY 2004 funds will be available for grant awards. The awards will be in the form of 6-month grants. It is anticipated that funds will be made available under this solicitation beginning January 1, 2005, and must be obligated no later than June 30, 2005.

VETS notes that services should "focus on emerging high growth industries and target occupations where documented shortages exist. Some examples might include health care professions, information technology, biotechnology, advanced manufacturing, financial services, or other occupations where a license or certification is either required or desirable."

Other Grant Making Agencies

Below are grants available specifically to faith-based and community organizations or intermediaries with a network of faith-based and community organizations through federal departments outside the Department of Labor.

Department of Health and Human Services Announces Nursing Workforce Diversity Grants

Summary: To increase nursing education opportunities for individuals from disadvantaged backgrounds (including racial and ethnic minorities underrpresented among registered nurses) by providing student scholarships or stipends, pre-entry preparation, and retention activities.

Eligible Applicants: Schools of nursing, nursing centers, academic health centers, State or local governments, an Indian Tribe or Tribal organization, other public or private non-profit entities, including faith-based organizations and community-based organizations, and for-profit entities capable of carrying out the legislative purpose.

Award Amount: Approximately $9 million dollars will fund up to 33 awards.

Application Deadline: December 3, 2004

HHS Announces Grants for Services to Recently Arrived Refugees

Summary: The Department of Health and Human Services' Office of Refugee Resettlement Standing Announcement for Services to Recently Arrived Refugees (ORR) has invited the submission of applications for funding, on a competitive basis, in three priority areas:

Priority Area 1: Preferred Communities: to promote the increase of newly arrived refugees in preferred communities where they have ample opportunities for early employment and sustained economic independence and, to address special populations who need intensive case management, culturally and linguistically appropriate linkages and coordination with other service providers to improve their access to services.

Priority Area 2: Unanticipated Arrivals: to provide services to arriving refugees or sudden large secondary migration of refugees where communities are not sufficiently prepared in terms of linguistic or culturally appropriate services.

Priority Area 3: Ethnic Community Self-Help: to connect newcomer refugees and their communities with community resources.

Application Deadline: February 28, 2005 (and February 28 of each succeeding year)
