Question Taken at Daily Briefing of Sept. 2, 2004

Nuclear Technology Exports to China

Question:   Have we approved any nuclear technology exports to China, or are we close to any such agreement?   If so, do we have to notify Congress?

Answer:   The U.S. Nuclear Regulatory Commission has issued licenses for export of nuclear components to China for Chinese nuclear power reactors subject to the terms and conditions of the U.S.-China Agreement for Peaceful Nuclear Cooperation. The Department of Energy has authorized transfers of nuclear technology to China for the Chinese civilian nuclear power program on the basis of written nonproliferation assurances provided by the Government of China. Congress has been informed of these transactions. I would refer you to the Department of Energy and the Nuclear Regulatory Commission for further details on individual licensing cases.
