Express Pipeline Presidential Permit


On September 27, 2004, Under Secretary for Economic and Agricultural Affairs, Alan Larson, signed a Presidential Permit for Express Pipeline, L.L.C., to upgrade an existing crude oil pipeline that crosses the U.S.-Canadian border near Wild Horse, Montana. The pipeline brings crude oil from Hardisty, Alberta to Casper, Wyoming. The upgrade will increase the pipeline’s carrying capacity from 172,000 barrels per day (bpd) to 280,000 bpd (an almost 63 percent increase).

This is the first permit issued under Executive Order 13337 that President Bush signed on April 30, 2004, updating the existing Executive Order to facilitate interagency coordination for cross-border liquid pipeline permitting. Permit processing took less than four months from application to signature. Under the previous Executive Order permit processing averaged six to nine months.
