Kazakhstan Parliamentary Elections
We share the view of the Organization for Security and Cooperation in Europe Observation Mission that the election process fell short of international standards. There were serious shortcomings in voter lists, candidates’ access to media and the tabulation of results. In addition, a number of aspects of the improved election law were not implemented effectively and impartially.
Nonetheless, we recognize that some aspects of these elections were improved over previous ones. The registration of opposition parties, the introduction of transparent ballot boxes, and changes in the election law were all welcome elements.
We urge the Government of Kazakhstan to promptly and fairly address concerns raised by the Organization for Security and Cooperation in Europe and other international observers, as well as complaints and appeals related to violations of the elections law. In the interest of transparency, the Central Election Commission should immediately publish the full election results on a precinct-by-precinct basis.
In addition, we call on the Government of Kazakhstan to ensure that the October 3 runoff elections are free, fair, and transparent. Runoff elections conducted in accordance with international standards will help strengthen the democratic freedoms that are the cornerstone of long-term stability.
