CROSS-CUTTING STRATEGIES

The U.S. Department of Health and Human Services' Initiative to Eliminate Racial and Ethnic Disparities in Health employs five overarching strategies to conceptualize, direct, strengthen and integrate action and activities within and across the Department as a whole. State and local organizations often employ similar strategies to accomplish their goals and objectives, which include:

  • Strengthen the science base for decision-making by fostering data collection efforts, research, demonstrations, and evaluations.
  • Engage in strategic communications to increase awareness and understanding of the major health problems confronting Americans; inform, educate, and empower people about health and human services (includes mass media campaigns, public education).
  • Establish, strengthen, and mobilize partnerships to identify and solve health problems.
  • Develop, improve, and enforce policies, plans, laws, and regulations that support individual and community health and human service efforts (includes budget activities).
  • Link people to needed personal health and human services, assure the provision of such services when otherwise unavailable, and ensure an adequate and competent workforce to deliver such services (includes workforce education and training, technical assistance, and capacity building).

These cross-cutting strategies are key to Federal, State and local efforts to address health disparities and will be highlighted through the workshops and plenary sessions.

These five cross-cutting strategies are used as a means to conceptualize, direct, strengthen, and integrate actions and activities not only within and across the Department, but also across the Federal and others levels of government, the public and private sectors, health and non-profit entities and the Nation.
