The Libyan General License signed and announced on Friday,
April 23, is effective as of Thursday, April 29, 2004. Most
prospective transactions with Libya are authorized. While
Libyan property and interests in property blocked prior to
todays' date must remain blocked unless specifically licensed
or otherwise authorized for release, new transactions involving
"[LIBYA]" entries on OFAC's SDN list need no longer
be interdicted; those entries have been removed from the list
for that purpose. The exportation of goods, software or technology
(including technical data or other information) to Libya from
the United States is authorized, provided that the exportation
is licensed or otherwise authorized by the Department of Commerce's
Bureau of Industry and Security under the Export Administration
Regulations. Certain travel-related services remain prohibited.
This includes flights to or from Libya by U.S. air carriers,
code-sharing involving flights to or from Libya, and flights
to or from the United States by Libyan air carriers.
