Cathlynn B. Sparks
M.A.
Cathy Sparks, a member of the Senior Executive Service, was most recently assistant auditor general (field activities), Air Force Audit Agency (AFAA), Arlington, VA. In this position, she directed audit operations of a 390-person staff located at 37 AFAA offices worldwide. Cathy is a native of Washington, DC. She began her government service in 1975 as a management intern in the comptroller career field, and has held a number of budget positions in both the Department of Defense and the U.S. Air Force. She has extensive experience dealing with budgetary rules and applications involving the many appropriations issued by the congress to the Department of Defense. Prior to her current position, Ms. Sparks was director of budget investment with the Office of the Assistant Secretary of the Air Force. Her responsibilities included planning and directing the budget formulation and execution oversight for approximately $31 billion of combined Air Force research and development, aircraft, missile and other procurement appropriations, military construction and military family housing programs, and budgetary oversight of the foreign military sales program. She is a recognized authority on the Air Force's acquisition, operation and maintenance, and industrial fund programs.
