Values, Morality, and Public Service

Overview:
This course addresses some of the ethical principles and issues of government service. The focus is on ethical dilemmas facing senior officials. The first two days examine the fundamental concepts and principles of ethics, with a focus on professional ethics based on the constitutional oath of office. Subsequent lessons apply those concepts and principles to specific issues involving tough ethical choices facing citizens and senior governmental decisionmakers. Day three focuses on domestic issues and day four looks at the international system, including terrorism. The course closes with a look at ethical development, to include guidelines for personal and organizational ethical development. The course is taught in plain language; no special background is needed, nor assumed. This course employs the Socratic method of inquiry and case studies. Learning is achieved by student interaction and shared perspectives.
Course
Objectives: Upon
completion of this course, participants will be able to:
- Understand the critical importance of ethical conduct by senior public officials
- Have a working knowledge of the major concepts and principles of ethical thought
- Be able to apply the concepts and principles to everyday ethical challenges, both personal and professional
- A better understanding of the role of morality in a pluralistic society
- A better understanding of what is happening on the international scene
Teaching
Format : This course employs the Socratic method of inquiry and case studies. Learning is achieved by student interaction and shared perspectives. For each session on the second and third days, each student will be expected to describe an ethical dilemma they have observed in their organization. In day four, we will achieve a better understanding of the clashing values and perspectives underlying global conflict.
