Question: How can I view a USGS digital orthophoto quadrangle (DOQ)?

Answer:

DLGv32pro FREE - available at http://mcmcweb.er.usgs.gov/drc/dlgv32pro/.
Paint Shop Pro version 4.12 (shareware) will read both JPEG and uncompressed (.raw) gray-scale images. Use the raw format option for loading uncompressed DOQs. Paint Shop Pro is available from JASC corporation at http://www.jasc.com.
Adobe Photoshop will read DOQs with a .raw extension.....(handy if you want to convert them to tiff or some other graphic format).
Uncompressed - ArcVIEW and ARC/INFO (must have a .bil extension and be accompanied by a .hdr file for georeferencing)
JPEG (without georeferencing) - ArcVIEW (Uncompressed DOQs only; these must have a .bil extension and be accompanied by a .hdr file for georeferencing.) ArcVIEW and ARC/INFO .hdr files have the following format:
