About
ERLS
The Defense Logistics Agency (DLA) must meet the reporting requirements
of two Executive Orders (EOs):
- EO 13101, "Greening the Government Through Waste Prevention, Recycling,
and Federal Acquisition", September 1998. This EO directs compliance
with executive branch policies for the acquisition and use of environmentally
preferable products and services.
- EO 13148, "Greening the Government Through Leadership and Environmental
Management", April 2000. This EO mandates compliance with the Emergency
Planning and Community Right-to-Know Act of 1986, and the Pollution
Prevention Act of 1990.
ERLS is a data
warehouse that integrates the current DLA AIS business and supply processes
and provides the necessary information for reporting required by the
EOs to the following:
- DLA Distribution Depots
- DLA Defense Reutilization and Marketing Offices (DRMOs)
- DLA Inventory Control Points (ICPs)
- DLA Centers and Commands
- Other Federal Agencies*
- All Military Services and Commands*
* For these agencies, services, and commands, ERLS can provide electronic
and hard copy reports of the environmental and non-environmental items
of supply purchased from DLA.
Functional
Capabilities
ERLS provides environmental specialists, installation commanders, and
HQ DLA managers the capability to support EPCRA reporting requirements
and measure specific pollution prevention efforts. Generally, ERLS supports
the following functions.
- Provides visibility of daily chemical and isotope inventories
- Provides notification of chemicals nearing or exceeding threshold
quantities
- Provides annual reporting capabilities
- Tier I and II reports for EPCRA
- Chemical Balance reports
Product Balance Reports
Provides a central location for Unplanned Release information
Facilitates Pollution prevention reporting
- Provides visibility of Environmentally Preferred items
- Provides visibility of Environmentally Preferred alternatives
- Tracks requisitions from DLA and acquisitions by DLA for both
hazardous and environmental items
- Creates reports to summarize purchases and sales of environmental
items
- Provides the ability to display life cycle cost per item
