The Office of Hearings is composed of administrative law judges and support staff, including attorney-advisors (judicial clerks).  Administrative law judges in the Office of Hearings hold hearings under the Administrative Procedure Act (5 U.S.C. § 551 et seq.) (APA) for the Department's Office of the Secretary (primarily in aviation matters) and most of the Department's component modal administrations which have a need for formal APA hearings, including the Federal Aviation Administration, Federal Motor Carrier Safety Administration, Federal Railroad Administration, Maritime Administration, National Highway Transportation Safety Administration, and the Research and Special Programs Administration.  Coast Guard cases are handled by a separate component of administrative law judges within the Coast Guard.
