Combatant Commands/Field Offices

Mission:

Continuously identify, prioritize, synchronize, coordinate, and advocate current, emerging and changing Combatant Command (COCOM) requirements ensuring that the full spectrum of DISA integrated capabilities are provided expeditiously. Coordinate integrated net-centric Global Network Operations (NETOPS) solutions to support Theater Network Operations Centers' (TNC) DISA-provided capabilities.

Functions:

- Continuously identifies, prioritizes, synchronizes, coordinates, and advocates current, emerging and change COCOM requirements ensuring that the full spectrum of DISA integrated capabilities are provide expeditiously.
- Serves as the DISA Headquarters focal point of entry and support for all COCOM Field Offices and Commands, the Joint Staff and Networks and Information Integration (NII), and Continental United States (CONUS) Field Office.
- Coordinates integrated and uniform net-centric Global NETOPS solutions to support Theater Network Operations Centers' (TNC) DISA-provided capabilities from cradle to grave.
- Ensures that DISA developed products satisfy the Global Information Grid (GIG) Operations (OP) GIG OPS requirements and that the transition and end-state implementation plans are properly tailored and synchronized to the COCOM and Field Office/Commands needs.
- Manages, oversees, and tracks COCOM theater-unique requirements and program implementation, maintains comprehensive exercise calendar, and provides operational support.
- Participates in Joint Chiefs of Staff (JCS) review of COCOM OPLANS, functional plans, and tracks lessons learned.

DISA provides on-site support to 9 Combatant Commands, through 7 DISA Field Offices and 3 Field Commands.

The DISA Field Offices and Field Commands provide information to DISA, Office of the Secretary of Defense (OSD) OSD NII, and Joint Staff on C4I systems requirements in support of respective Combatant Commands C2 system objectives and plans. The Field Offices provide C4I architectural support to respective Combatant Commands and assist staffs during periodic reviews and updates to C4I architecture documents. 

Additionally, DISA has provided each Combatant Commands with on-site engineers, known as 'Reachbacks', with the mission to assist in terms of on-site technology insertion of DISA's IT services (Global Command and Control System (GCCS), Global Combat Support System (GCSS), Defense Message System (DMS), Defense Information Infrastructure (DII) Common Operating Environment (COE)). 

DISA Support of Combatant Commands Exercises

The DISA Field Offices and Field Commands provide support to Joint exercises to include Unified Endeavor, Bright Star, Ulchi Focus Lens, Internal Look, and Roving Sands.

DISA Support of Combatant Commands Operations

The DISA Field Offices and Field Commands support the numerous ongoing and emerging Combatant Commands Operations by providing on the ground liaison to forces around the world.  Such operations span the full spectrum of military operations to include Humanitarian Assistance, Noncombatant Evacuation Operations (NEO), Counter Drug Operations, and operations preventing proliferation of weapons of mass destruction and defeating terrorism.

DISA Programmatic Support

IA and Information Security (INFOSEC) include the measures and controls that safeguard and protect an information system for unauthorized disclosure, modification or destruction from such threats as hackers, terrorists and foreign governments.  The Defense Information Systems Agency (DISA), as central manager of the Global Information Grid (GIG) and in joint cooperation with the National Security Agency (NSA), defines both IA and INFOSEC requirements and is responsible for subsequent implementation into the GIG.  The Defense Intelligence Agency (DIA) supports these activities with threat assessments.

Global Command and Control System (GCCS) is an automated information system designed to support deliberate and crisis planning with the use of an integrated set of analytic tools and flexible data transfer capabilities.  GCCS has become the primary C4I system supporting the warfighter.

Defense Message System (DMS) provides message service to users, to include deployed tactical users, access to and from worldwide DoD locations, and interface to other US government allied, and Defense contractor  users as needed. Intergration Support Branch (GO51)
