Background Sloan Mann joined the Institute in 2004, where he provides oversight to the Iraq Working Group and program management and support to Institute peace and stability operations. Prior to joining the Institute, he was an abuse prevention officer in Iraq with the U.S. Agency for International Development's Office of Transition Initiatives (OTI) and Disaster Assistance Response Team (DART), where he focused on identifying, monitoring, and preventing gross human rights violations. His work included providing support to mass grave exhumations, investigations, and evidence collection for the future Iraqi tribunal and the property claims commission. He coordinated closely with the Coalition Provisional Authority on transitional justice issues and assisted in local capacity building measures, including assistance to women's groups, student organizations and humanitarian NGOs. A research assistant in 2002 with the Institute's Balkans Initiative, Mann served as a U.S. Army infantry officer from 1997-2002, and with peacekeeping deployments to Bosnia-Herzegovina (SFOR) and Kosovo (KFOR). Mann, who is co-author of an Institute Special Report on Kosovo, holds a B.S. in Systems Engineering from West Point and is currently working on his masters at Georgetown University in international conflict management. |
