AVAILABLE FUNDING FOR EARLY HEAD START

The Head Start Bureau, Administration for Children and Families, U. S. Department of Health and Human Services has funding available for public and private non-profit or for-profit organizations to provide Early Head Start services to pregnant women, infants and toddlers, ages 0 to 3, and their families in your local community. Approximately $451,048 annually is available to fund services in metropolitan Bakersfield within Kern County, CA (Service Area # EHS-CA-250).

Grant applications to apply for funding are due November 21, 2003. Organizations interested in becoming the Early Head Start program for the service area specified above should contact the Early Head Start Operations Center at 1-800-458-7699 or ehs@pal-tech.com for more information on the process for applying to become an Early Head Start grantee or to receive a grant application packet (ask for Service Area # EHS-CA-250). AGENCY: U. S. Department of Health and Human Services, Administration for Children and Families (ACF)

ACTION: Announcement of availability of funds and request for applications to sponsor an Early Head Start program in Kern County, CA.

SUMMARY:
The Administration for Children and Families solicits applications from local public or private non-profit or local for-profit organizations that wish to compete for funds which are available to provide Early Head Start services in the following service area: Metropolitan Bakersfield within Kern County, CA (Service Area # EHS-CA-250). Faith-based organizations are eligible to apply. The Head Start Act authorizes the Secretary to designate as an Early Head Start agency any local public or private nonprofit or local for-profit agency within a community. In the remainder of this document the term "Early Head Start program" means an Early Head Start program which serves pregnant women and children from birth to age 3.

The funds available in this competition will be awarded to applicants who compete for select service areas that are open for competition. The select service areas that are open for competition are communities that received Early Head Start grants for five year project periods. Upon completion of the five year project period, the funds are recompeted in the service areas where Early Head Start services are currently being provided. These are the only service areas open for competition in this Announcement.

The intent of this announcement is to provide for the continuation of services in the service area defined above within Kern County, CA. Funds in the amount of approximately $451,048 annually will be available to provide Early Head Start program services to eligible children and their families.

The current grantee is funded to operate an Early Head Start program until April 30, 2004 in the above service area. Head Start regulations allow for a variety of program options and designs. Applicants should propose a design or designs that best address the needs of the proposed service area. Applicants have flexibility in determining the appropriate number of children to be served by the various program options (center-based, home-based, or combination) and program designs (hours per day, days per week, weeks per year.)

CLOSING DATE: The closing date for receipt of applications under this announcement is November 21, 2003 at 4:30 p.m. Eastern Standard Time (EST).
