The Fleet/Force Division is located in Arlington, Virginia—the headquarters of the Office of Naval Research (ONR). Fleet/Force Division provides a constant interface among the operational, strategic planning, the concept development Commands worldwide (this includes Joint, Navy, and Marine Corps commands), and the Naval Research Enterprise (the Science and Technology (S&T) community). The mission of Fleet/Force Division is to:

  • Ensure the Fleet/Force (F/F) helps shape the Department of the Navy (DoN) investment in S&T.
  • Develop teaming relationships to rapidly demonstrate and transition technology.
  • Support development of technology-based capability options for Naval forces.
  • Enable warfighting innovations based on technical and conceptual possibilities.

Image of a stool showing the Fleet/Force Division mission.To accomplish this mission, there are three partners, or legs that form the tri-legged stool: the Science Advisors, the Naval Research Enterprise (NRE), and Fleet/Force Division. Each plays a significant role in fulfilling the Fleet/Force Division mission and assisting the Office of Naval Research. In addition to Technology Insertion, Surge support, Regional Engagement Support, and Investment Leverage, Fleet/Force Division recruits Science Advisors who have proven their technical competence and leadership skills and places them directly on the staff of the Fleet/Force commands for a two-year developmental assignment. The NRE plays a large part in assisting in the recruitment of Science Advisors, responding rapidly to Fleet/Force needs, and influencing the Department of Navy’s investments in S&T. The third partner, the Science Advisors, identify the S&T needs of the Fleet/Force and serve as the primary interface in finding and implementing technological solutions.
