This case concerned the negotiability of one proposal. The Authority found that the proposal was a negotiable appropriate arrangement under § 7106(b)(3).
The Authority found that although the proposal affected management's right to determine internal security practices under § 7106(a), it was an appropriate arrangement. The Authority concluded that the burden imposed by the proposal outweighed the benefit afforded nurses by the proposal.
