      The Authority denied review of the Regional Director's decision in this case. The Petitioner sought review of the Regional Director's finding that a functional unit of Agency-wide unrepresented Law Enforcement Park rangers, Criminal Investigators and Correctional Officers would not be an appropriate unit. The other matter for review concerned the RD's decision that he was no required to determine whether separate, park-by-park units would be appropriate, in advance of a petition amendment and showing of interest by the U.S. Ranger Alliance (USRA).

      The Authority found that review was not warranted. It specifically noted that the RD did not fail to apply established law, did not commit clear and prejudicial error in finding that a Nationwide unit of unrepresented personnel was not appropriate.
