The complaint alleged that the Respondent violated § 7116(a)(1) and (5) of the Federal Service Labor-Management Relations Statute. The Judge dismissed the complaint on the basis that it was time-barred under § 7118(a)(4)(A) of the Statute. In the alternative, the Judge determined that the complaint should be dismissed because the General Counsel failed to prove that the Respondent violated § 7116(a)(1) and (5) of the Statute. The Authority adopted the Judge's findings, conclusions, and recommended Order only to the extent consistent with this decision.
