The Arbitrator denied a grievance alleging that the parties' collective bargaining agreement required the Agency to extend an Office of Personnel Management pay adjustment for certain computer specialists to bargaining unit employees in similar positions employed at the Agency.
The Authority denied the Union's exceptions. The Authority rejected the allegations that the award failed to draw its essence from the parties' agreement and that the arbitrator err by failing to rely on prior arbitration awards.
