The Arbitrator found that the Agency lacked just cause for issuing the grievant a formal written reprimand, and directed that the reprimand be expunged from her personnel file. The Authority denied the Agency's exceptions.
The Authority concluded that the award was not based on a nonfact, that it did not fail to draw its essence from the parties' agreement, nor that it violated management's right to discipline under § 7106(a)(2)(A) of the Statute.
