The complaint alleged that the Respondent violated § 7116(a)(1) of the Federal Service Labor-Management Relations Statute by its conduct in a meeting held on February 1, 2001. The Judge found that the Respondent violated the Statute as alleged and recommended an Order requiring the Respondent to cease and desist from such conduct. The Authority adopted the Judge's findings, conclusions, and recommended Order only to the extent consistent with this decision. The Authority held that the Judge did not err by concluding that the respondent violated § 7116(a)(1) of the Statute.
