The Arbitrator found that the Agency violated the parties' collective bargaining agreement by failing or refusing to place the grievants into the Trades and Crafts pay system for the time period they performed duties consistent with that pay system. To remedy the violation, the Arbitrator awarded the grievants backpay. The Authority concluded that the award involved a classification determination precluded by § 7121(c)(5) of the Statute. The award was found deficient, and set aside.
