AFGE, Local 1812 and Broadcasting Board of Governors, Washington, D.C. Case No. 0-NG-2711 (Decided November 18, 2003)
This case concerned three proposals. The Authority found Proposal 1 outside the duty to bargain because it did not concern conditions of employment. Proposals 2 and 3 negotiable at the election of the Agency under § 7106(b)(1) of the Statute. The Authority found that Proposals 2 and 3 concerned matters relating to the methods and means of performing work within the meaning of § 7106(b)(1) of the Statute.
