The Arbitrator found there was just cause for the Agency to suspend the grievant and denied the grievance. The Authority dismissed the Union's exception alleging that the award was contrary to § 7102 of the Statute, and denied the remaining exceptions. The Authority rejected the allegations that the Arbitrator failed to conduct a fair hearing, or that he was biased.
