The Agency's grievance in this case alleged that the Union breached a contractual duty of good faith and violated various negotiated agreements. The Arbitrator sustained the grievance in part and denied the grievance in part. The Authority denied the Agency's exceptions. The Authority found that the Agency failed to show that the award was contrary to law or based on a nonfact.
