This case concerned the negotiability of one proposal. The Authority found that the proposal, which concerned geographically-based pay, was outside the Agency's duty to bargain.Based on the plain wording and legislative history of §§ 481 and 482, the Authority concluded that the Comptroller of OCC exercises sole and exclusive jurisdiction in appointing employees and setting their compensation. Therefore, the proposal was outside the duty to bargain.
