The Agency sought review of the Regional Director's (RD's) Decision and Order, in which the RD found that student employees were properly included within the certified bargaining unit. The Authority concluded that the Agency failed to establish that review of the RD's Decision and Order was warranted. Accordingly, the application for review was denied.
