The Arbitrator found that the grievance was not arbitrable because it concerned two positions that were not subject to the parties' negotiated grievance procedure. The Authority rejected the allegations that the award failed to draw its essence from the parties' agreement, or that the Arbitrator exceeded her authority and denied the exceptions.
