I ENCOURAGE ALL ELIGIBLE MARINES, FAMILY MEMBERS, AND CIVILIAN MARINES TO EXERCISE THIS RIGHT OF CITIZENSHIP. 2. TO VOTE, YOU MUST BE REGISTERED. TO REGISTER IF DEPLOYED OR RESIDING OUTSIDE YOUR STATE OF RESIDENCY, YOU MUST COMPLETE A FEDERAL POST CARD APPLICATION (FPCA).
